An Honorary Committee, a Higher Consultative Committee and an Executive Committee are created for the Beirut World Book Capital Year, as well as a Management Team.

Acting as a strategic think tank, the committees are mainly responsible for making observations on this strategy and approving the Beirut World Book Capital budget as well as ensuring proper follow-up of the project. Their work is volunteered.
